iPad help

so I have an iPad2 and I was wondering how to scroll down with it example: here on naruto base there are many font types so how do u scroll down without the whole screen getting scrolled with it
and I know it sounds dumb but i'm still getting used to it

you touch the bottom of the screen and then swipe your hand up and release your finger from the screen while in motion :|
