If having a civil war would cause other nations to invade, then why didn't everyone stomp on Konoha after the Pain invasion or the 9 tails attack or Oro's crush the leaf operation?

as for the invasion of Pain, there's a global issue about the Akatsuki so they have to join forces..

It might have been possible to take on the Leaf after the Kurama incident, but all the shinobi were brought back to life after the pain invasion. So they more or less still had their military power and could hold off any invasion.

Pein invasion - the 5-Kage summit

9-tails attack - the 9-tails was sealed and since no one invaded it is reasonable to assume it wasn't that devastating

Oro's Plan - Sand/Sound invaded . . . they were defeated
