Interesting Rinnengan Question

If you assume that a Rinnengan is an evolution of the sharingan, I have a question i wanted to point out.
You can move between 3-tomoe and the mangekyu whether you got the eye yourself or you implanted it, but you can't move between mangekyu and rinnengan unless you evolved it (Madara for eg. can, Tobi and Nagato could not).

Why has Kishi done this? Is it simply for plot reasons, in that there is no way Naruto could have defeated all the Pains if they had use of the sharingan as well? Or will he reveal a deeper meaning to it in the near future, relating to the so6p, the nature of chakra, and the road to peace.

it's probably because unlike the rinnegan, the Sharingan doesn't need senju DNA to evolve

Sharingan does not "evolve" to the Rinnegan.

Sharingan is half of the requisites to the Rinnegan and when you add Senju DNA, then you get the Rinnegan in addition to the Sharingan.

actually the DNa (the Rinnegan) goes over the Sharingan. its a short a cover

Because nagato has no uchiha descendant and Tobi does not have EMS. If they were like madara who had ems and was/is uchiha, then it can happen.
