Sometimes in versus threads people prove their point by listing previous feats but they forget the intel people had on those feats. During the pain arc Jiriaya>Naruto. When he fought pain he didn't have intel, when kakashi fought pain he also didn't have much intel. Naruto had all of the intel. The difference between living or dying can be as simple as intel you have.

What I meant is Pain wasn't going all out until his speech with Tsunade. He wasn't using Deva path to his full potential.
