Just because Ino isn't a fighter doesn't make her useless.

There are many different types of shinobi. Ino (as well as her father, who is a Jounin, along with the rest of her clan) are primarily intel-types. They have control over the mind which is why they are tasked with extracting information from prisoners and whatnot.

It's not always about who can pack the biggest wallop.

But really, no character is actually useless but because Kishi doesn't build a lot on them they seem useless because they're always thrown aside.
