Madara's words can't be trusted as he's contradicted himself while talking about Tsunade. All 5 kages have been instrumental to their success thus far.
Very simply.
1.Ino would not have attacked
2. She could easily miss
3. She doesn't have the skill necessary to replace Tsunade as the medical nin
4. Her jutsu is ninjutsu and so it probably wouldn't phase through Susanoo
5. She would have emptied her body into a wood clone and while her real body is slumped it would have gotten a Susanoo sword or a yasaka magatama.
6. The other kages would have to play babysitter with her body
She couldn't replace Tsunade, Dantee let it go...

I disagree. Ino has gotten alot better in her technique. It is a jutsu however it is invisibile and Madara does not always keep Susanno active. Ino may not be better than Tsunade in med ninjutsu but no one has needed extreme medic care as of yet. Simple healing of chakra is something any basic medic is able to do.
