they need something to reflect the genjutsu so that it casts over the planet

the moon reflects light

the sun produces it

Kaguya didn't need it since she had a OP byakugan that could spam the planet in range

It's not really needed. Madara needed it to expand its range. kaguya didnt use a moon she used her Byakugan and 3rd eye together to cast her IT on the world.

don't know about kaguya but

madara needed moon to reflect (his 3rd eyes/it) light

moon= can reflect light

but sun cant (in my opinion)

No one looks at the sun.
THe moon has magnetic forces that can be manipulated to force people eyes upwards

Moon is not needed. When Kaguya used IT for the first time, she only used her Byakugan (but it wasn't global).

Moon is what it takes to cover the whole planet by reflecting Genjutsu.

Because the Moon's shine is sourced from the Sun and the moon is close/ more controllable than the sun. ig.

There's also the fact that Tsukuyomi-no-Mikoto is a Japanese moon god, Tsuki literally meaning moon. Most Naruto lore is taken from actual Japanese folklore including Amaterasu, Kaguya, etc. Pretty much everything is a god of some form and it has been adapted to the Anime lore. In Japanese mythology each god is associated with an element, creature or ability.

The moon isn't required for the jutsu itself. It's only required for making the jutsu go world wide.

As for why not the sun... that could be multiple reasons such as:
The moon is much closer to Earth than the sun, so it would probably be easier to cast to the moon.

Would the tsukuyomi light actually reflect well off the sun, with the sun being so bright to begin with? That's a question to consider.

Tsukuyomi means "moon god" or "moon reader" (it's one of those two, I believe it is the latter). That isn't really a reason as to why it can't be casted with something else, but it is still worth noting.

Yes Kaguya came from the moon in the folklore so the name is connected to the moon aswell.
