They were placed under a Sharingan Genjutsu, and their eye's became Sharingan. The Infinite Tsukiyomi is a Rinnegan Genjutsu, and people under it's eyes become Rinnegan.

Hence why the term 'Tsukuyomi' is in the name of the actual jutsu: 'Infinite Tsukuyomi'

Difference being that the infinite chakra of the god-tree binds the victims into it indefinitely.

simple genjutsu can at least remain for 1h let's say.. and simple you can brake alone simple genjutsu. but IT remain activate nonstop. and u can't break it.
