On second thoughts, it's a stronger attack than I thought, since it stalemated the power of Naruto's bijuu rasenshurikens, despite the fact that it had the elemental disadvantage.

lightning being used is beside the point. It's the fact that it was an arrow that left some looking like ":vincent:". When Kaguya used that element, it wasn't to make no freaking arrow.

I just said or the point I want to talk here dont underestimated the power of lightning altbough it look lame. It is focus attack not an AOE attack. Right place it strike GG you will get.
