That meteor killed most of the shinobi alliances 4th division. After it busted only Gaara, Temari Tsuchikage, Dodai, and a fodder remained along with clone Naruto. Each division had about 18k shinobi too so it killed thousands probably. Indras arrow can probably bust it, but its a piercing attack so no explosion, it would rip through it and kill many too perhaps.

I don't think the arrow is naturally explosive, so tengai shinsei. The only scenario where this wouldn't be
the case if all the ninja stood in a huge line, in which case the arrow rips through all of them like that.
But if they spread out, the arrow doesn't affect many of them unless it explodes.
