Naruto did say they aren't ashura and Indra respectfully. Furthermore Sasuke had Indra mentality that peace could be achieved through force (his revolution plan for example), so he does fit the Indra thing. It seems to be either ashura or Indra transmigrant you need to have their mentality, and every known transmigrant had their respective mentality, either peace by love(ashura) or peace by force (Indra). In contrast to Sasuke, Itachi didn't really fit the peace by force mentality and even says you cannot do everything by yourself to Naruto I believe, so despite it Itachi probably wouldn't be a fit the Indra mentality.

Itachi and Shisui are exceptional uchihas, they don't need to be butthurt to awaken their powers. Everything else could be explained through butthurt.

I don't think Kishi meant for Ashura/Indra reincarnates to be exact copies of Ashura/Indra. He meant for them to have similar ideologies and he wanted to connect the most prominent Naruto/Sasuke parallels. Sasuke follows Indra's ideology of power and lonileness. He wanted to change the system by himself, he wanted to avenge his clan by his own means/self and he wanted to take vengance against the leaf by his own means and not without parties that don't share his same reason. That is how he is like Indra, Indra didn't believe in love/unifcation neither did Sasuke.
Naruto obviously follows Ashura's ideology.

Besides, Hashirama and Madara clearly weren't exactly like Indra/Ashura either. If I remember correctly kid Madara admitted inferiority to Hashi and even as adults Hashirama was well above Madara. Which isn't similar to how Indra had superior power the majority of the time.
