He's not necessarily the worst (if by worst you mean evil) person in the manga. He's just one of the most weak/simple-minded characters. He was concerned with insignificant things and easy to manipulate.

Indra got butthurt and decided it was okay to murder his younger sibling. It wasn't even Ashura's fault that Hagoromo gave him that birthright and liked his ideals of peace and friendship better. It was Hagoromo's decision and Ashura was simply on the receiving end. Indra is the only individual in the entire manga who wished to slaughter his own relative out of jealousy, out of something that was not even his own fault. He's deluded to an extreme.

He could have talked to his father, seeing as how he listens to him; he could have used KA to stop them, like Shisui wish it to be, but betrayed his trust. No one on the thread justified genocide. Itachi doesn't think it's justified. He carried out the elimination when he couldn't save the lives of his clan members anyway. He did what he had to save what he could. He was a kid without political power. Nothing else to do there besides run away from the problem... which he was brave enough to confront.
The Uchiha massacre could have been avoided if Hiruzen had just made Itachi or Shisui Hokage. That would have been the best option. Or, he could have gone to talk to the Uchiha even after Danzo, Koharu, and Homura overruled him.
