If Indra had obtained Hagoromo's Yin Seal, he would be far stronger than Sasuke is today.

Why Naruto was able to create multiple Bijuu Rasenshuriken after obtaining chakra from Hagoromo? Yea that's how he did that.

It has nothing to do with the seals.

to Indra, Indra would have been unstoppable. However, Indra having Indra's arrow does not necessarily make him
as powerful as Sasuke, because he might not have been capable of making it as powerful as Sasuke did.
Ex: Bijuu dama from Kurama is far greater than Bijuu dama from Shukaku. Yet they're all called bijuu dama.

What I am saying is that a tremendous level of chakra is required to use the technique. Rikudo levels.

Otherwise, Sasuke would have been able to use a downgraded version with his pre Bijuu PS
