More to the fact, once he took in Hashi's meat ( XD ) he stopped being an Indra Transmigrant and became more of a Hagoromo Transmigrant of sorts if that makes sense.

The incorporation of both brother's chakra awakened his Rinnegan; something neither of them had, thus making him more akin to the SO6P.

But Hagoromo still refered to Madara as Indra's successor.

Because, originally, he was. Hagoromo also said he was trying to reach his and his mothers power as well. That doesn't change the fact that he was born as indra's Successor.

When hashirama invoked hagoromo upon touching madara sage mentioned that it was possible due to being ashura transmigrant (i think) at same time as nardo was.
