When BZ said Indra lost the war he ment the fact that Hagoromo chose Asura as his sucsessor. It has to be like that, because BZ was able to approach him after this "war", but the Sage said that their bodies were destroyed after their fight, so BZ could not have ment this fight.

Indra and Asura both killed each other in their final fight. Both possessed chakra so immense that it allowed them to choose transmigrants after they died. It was a tie.
