Exactly, him and Ashura were never in possession of the bijuu, their power comes from being Otsutsuki with a portion of the chakra that Hagoromo inherited from Kaguya/the Shinju.


The fact it took RInnegan and RSM for Naruto and Sasuke to be parallleled to the Sage's kids should give you an idea of how powerful they were and why Indra was said to have Hagoromo's eye power despite not having Rinnegan
