I don't think Sasuke was initially Indra's reincarnate. If we look at how "prodigious " Sasuke was, he was really quite average, not really special, whereas Itachi unnaturally excelled. I believe that before the massacre, Indra was inhabiting either the body of an Uchiha child, or Itachi.

Once all of the other Uchiha's were killed, Indra was forced to switch bodies, or he became disgusted with Itachi for wiping out his descendants and decided to switch to the next best and only option which was Sasuke.

The likelihood of this is quite high, seeing as though Indra came up with a reincarnation method, meaning he should have found a way to hop bodies out of sheer convenience.

I used to think that but it looks more like Indra's eye power is divided and incarnates inherit just a portion of it, in order to unlock the full potential they need another Uchiha with equivalent eye power, Izuna was known as Madara's equal and Itachi rivals MS Sasuke.


It would also explain why only two Uchiha have been able to awaken EMS in the clan's entire history, the chances of having a sibling with the same eye power as an incarnate is very low.



What's interesting though is Indra's power didn't start to manifest until Kage summit which suggests your theory that he wasn't in Sasuke originally. Maybe it's a case of which sibling dies first.
