They could have possibly been the reincarnation of the brothers before their deaths. Since technically it was only Naruto and Sasuke living with that type of destiny before Madara "reborn" himself

I would be really disappointed to Kishi-sensei if Indra becomes Sasuke. That's too predictable. Plus, Sasuke is beginning to recover from his Curse of Hatred. Madara looks like a better candidate to be the reincarnation of Indra.
