The manga specifically said he lost the war, i.e. he lost the battle. Given how he is the older brother and we know Sasuke is older than Naruto, one could assume that, up until Madara, all of Indra's transmigrants were before Ashura's, grew up, fought Ashura's transmigrants and lost. Madara is the outlier who cheated death due to the edited tablet.

Quarrels were often associated with some kind of 'fight' during the whole manga. Kuro Zetsu said, he manipulated Indora. Now think about it why he would do that. The reason is he wanted Indora to fight Ashura and obtain his powers=> Rinnegan.

The picture of Indora you have seen in this chapter comes chronological before the fight of Hagoromos sons.

Like some already said, I think it's talking more about how Ashura was chosen over Indra.

They both were said to die because of the war, and Hogoromo said that the war went on even after they died.
If Indra had lost the war, then why would they have died in it, or why would they even keep fighting?

Also, it would make more sense that BZ used the jealousy inside Indra after Ashura got chosen over him.

Though I will admit that it still seems a bit ambiguous as to what BZ meant, it's just that this makes much more sense to me.

Why do people say madara lost against hashirama? If he had lost, the story wouldn't have even occurred but madara outsmarted hashirama in the end by using izanagi, so doesn't that mean he won? He almost outlasted the entire senju clan.
