Hidan was an insane psychopath whos mental stability was left in question. In the world of Ninjutsu, it's not far fetched to assume that all he employed was a complex jutsu without any involvement from any Jashin character. He might suggest it comes from "Jashin's" power, but this is obviously not the case.

Exactly my thoughts. It was simply Hidan's own madness and ideology. There is no "Jashin" character.

Psychopaths just tend to invent something like that to justify their ways, it happens in our world as well all the time.
