Just like Kimimaru, Kaguya has same dot marks over the eyes and they both share Bone KKG, marks are basically indication of it.

What I can say is that the dots on kaguya and indra's foreheads are diffirent from kimmimaro's. For one they are bigger, not perfect circles, are spaced wider apart and are closer to the roof of the eye in comparison to kimmimaro's.

These seem to suggest that they are eye brows, kimmimaro's dot are positioned above his eyebrows and are higher on his forehead than theirs. We know that his dots aren't eye brows because we clan clearly see his eyebrows below the dots.

Another thing to note is that shortened eye brows are seen as a sign of nobility in ancient japan. It is possible that kaguya has them because she was a princess and seen as a godess and indra had them because he was the son of the six paths

Kaguya clan has her KKG it obvious they are descendants of ootsutsuki family just as uchiha of indra and hyuuga, senju uzumaki and who knows who else.

- Kaguya - white hair, white eyebrows;

- Indra - black hair, black eyebrows.

This could also have been an adaptation from Kaguya's eyebrows into Kaguya Clan's tattoos, as a representation of their heritage.
