You need to have sharingan to be turned into the rinnegan, or at least an eye that was once a sharingan. Otherwise Naruto would have Rinnegan right now like Sasuke.

They were straight up given Hagaromo's chakra which is what Ashura and Indra's chakra combined is. Clearly Having a sharingan is part of unlocking a rinnegan.

Remember he implanted his brothers eyes for EMS, then he used one for inzanagi.

Leaving one eye available.

He went back in time, and implanted his real (original eyes) <--like zetsu said

His formal eyes which were ms (not EMS) turned into the rinnegan.

He put his original eyes in Nagato, and took that one spar (his brothers eyes) he had left.

Lol, not even sure if serious. You can't get a Dojutsu without an eye.

His other regenerated because EMS restores light for the eye. It's been confirmed as manga fact and always be that Sharingan with the Senju DNA evolves to the Rinnegan. Example of that is Sasuke who was implanted with Hashirama's cells alongside the moon awakened the Rinnegan. Indra would not have gotten a weaker form od Dojutsu if it Rinnegan doesn't need Sharingan.​
