Well Hashi "beat" Madara even when he had Kurama under his control. (Madara had a favorable match but still couldn't beat Hashi)
And Sasuke had all the tailed beasts power and even absorbed Naruto's power during the fight yet they still tied. (Which leads people to believe Naruto is really the victory, aside from Sasuke actually saying he lost)

That's what I think at least. Just an opinion.

I think that what's said but it just favors in one side. I'm sure you know the one said has the eye powers and the other has the body powers. From how it's just been displayed throughout the manga is just slightly seems to favor the body. The people with the eye powers tend to be powerful and typically the dominant one (Indra and Sasuke) and the people with the body aren't that great....until they finally "bloomed" and gained great strength (Ashura and Naruto). Oddly enough Madara and Hashi were pretty even for most of their life despite Hashi always seeming to have a slight edge.

Once again, only a theory.
