If we follow what Kishi did with transmigrant thingy. Sasuke would receive that weapon and not stayed with Itachi forever. If Indra make a vow that only his trans-migrant would wield it and not other people.
The answer is Indra never created those spirit weapons. BZ also never said anything about Indra relation with those spirit weapons. BZ is the information giver bcus he witnessed everything that happen.
Yeah he knew about the existence of those spirit weapons but his words was partial clueless/partially informed.

You're using word "clue" base on what you know about
supernatural setting/rules of NV but not story flow. Its like your effort in convinced people to accept that Sakura is related to Senju.

from my knowledge Hagoromo never created anything without a source using COAT/Yin-Yang power.
He created Bijuu using Juubi's chakra and not from nothingness or Raw NE.
Hagoromo also never had any tools that completely base on/made of Spirit/energy.
Indra not a Genius just bcus Hagoromo never created a Ninjutsu. Hagoromo opposed the idea of using charka for weapon. But he(Hagoromo) had the capability to used Chakra for Weapon
Also DB never stated anything about Yata and Totsuka was a chakra construct. You can talked about clue for forever but until Manga or DB had something that can be use to support your idea, at best your current idea is fanfic.
