Well yeah, that is pretty much the case. Though the way Minato and other S/T users alter space and time is unknown, I will definitively teach you how to use it properly by means of shisshy things.

*Takes some scrolls, out, and scribbles some nonsense japanese scribblings on them which are close enough to the kanji for "Fast Wind."

Now concentrate and pour your chakra into the scroll. The amount of chakra is specific, is about 39.390949u49 amount of chakra per unit square of the scroll. You will need to do this to activate the seals and make them passive.
Okay, now, throw the scroll far away, and close your eyes. I want you to imagine yourself going to the scroll, as if you were moving there without moving. After doing so, activate the chakra on the scroll and see for yourself!
*I close my eyes, pick up the scroll, and throw it right at you. I imagine myself appearing at the location of the scroll just before it hits you, where I will then kick you directly in the face, breaking your teeth 'n' shit 'n' shit. Just as the scroll is about to hit you, I activate the chakra on the seal on the scroll, and open my eyes to find myself kicking you in the face, breaking your teeth 'n' shit 'n' shit.*
*You go nowhere. The scroll hits me in the face and falls to the ground. I remain nonchalant.*
