OP: It would be plausible. Take the Hyuuga clan for example, all of them have the byakugan, thus would all have to be related no matter how you look at it with the sole exception of the founder of the clan and the predecessors before that. In short, there is probably a lot of incest in clans.

You clearly don't know what the word 'clan' means in NV. Clan members all have the same bloodline limit, eg. All Hyugas have byakugan. And the only way for that to happen is if they have the same dna, in other words, that they're all family. It's pretty clear that in the past clan members only married within the family, because it was the time of clan wars back then and no outsider could be trusted. This part is speculation on my part, but I imagine that, if a clan member had to marry an outsider in maybe political alliance type marriage, it would be with a clan that has powers that complement theirs rather than a clan with a bloodline that would supress or dilute theirs. For example, a Hyuga marrying an Uzumaki would be a solid deal. The Hyuga's fighting style is based on pure chakra manipulation (jyuken) and the Uzumaki have ridiculous chakra reserves. This would be a perfect fit. Also, Hyuga are obsessed with protecting their bloodline (caged bird seal) and Uzumaki have a natural affinity for sealing jutsu. Otherwise, either than that, you're wrong, all clan members are blood relatives.

It would be everyone with the sole exception of the founder of the clan and the predecessors before that imo. E.G: Indra's grandchild starts the Uchiha clan, from then on it would be incest imo or shortly after that but all prior to that it was not.

Given his last name, Naruto should be an Uzumaki but one of is parent belongs to Namikaze clan, so no, I dont believe all clan members are family or "first cousins".

Just like Hashi and Mito, even tough the clans are relatives, Hashi and Mito are not necessarily relatives, she could've been daughter of Uzumaki + some other clan but belongs to Uzumaki clan etc.

I remember that Haku inherited his mothers bloodline limit even though his father wasn't even a shinobi. So clan members could marry outside of their clan and still pass on the bloodline to their child. Also, Shikamaru's mother isn't from the nara clan but he was still born a nara.
