I think gai's Hirudora can deactivate Naruto's rasenshuriken when they fly at each other ... (much like pain could repel it with shinra tensei).

So i'd say Hirudora is much stronger =)

Though I think Hirudora is really powerful but it doesn't make sense that Rasenshuriken which is insanely strong and consuming would be weaker than a taijutsu move

It depends on how it's used if the rasenshuriken is hit with rasengan part it attacks the cells,but also causes harm to naruto and the wind blade cuts through completely, But the rasengan core eventually explodes so it has three basic attacks in one move. Witch makes it so affective. Plus the mini rasenshuriken is even more stronger and eplosion is better. But hirudora is just one attack I'm not saying its not powerful but naruto
