Third Raikage - took on an army for 3 days, yet it took a chapter or two for Naruto to take him down.

Deidara - Sasuke surviving the encounter in general can be seen as some mad trolling/plot shielding.

Danzo - Hiruzen's teammate who could use Izanagi to a ridiculous extent shouldn't have had trouble taking out a 15 year old. Regardless of who it is.

I would love to say the parents of of the Narutoverse. However, The story really doesn't revolve around them much. With the exception of Shikaku who's had a largest part in the war.

So, I'll say Tenten, Ino, Sakura, Lee, Shino, Kiba and Neji. All whom have ben heavily neglected in Shippuden. It would of ben nice to see them all kick some ass in the war. But, Kishi just continues to troll them.
