Anyway Kisame probably wins with high difficulty here. Samehada can absorb susanoo, Kisame's suiton>>>>>Madara's katons. At CQC, they will be evenly matched although Kisame will emerge the victor because of his super strength and samehada's chakra absorbing abilities. Kisame can also heal himself through samehada or even counter genjutsu through that sword.

I'm sure most will say Madara stomps low difficulty but they are mistaken.

Base Madara's only got Katons and his fan; Kisame can overwhelm his Katons with a Water Dome and fuse with Samaheda, giving him a major speed advantage. The fan will also slow down underwater; Madara can't block attacks from all around underwater, and Kisame can spam those huge chakra-absorbing bullets.
