Sakura has excellent chakra manipulation. Naruto has excellent nature manipulation. Sasuke has excellent form manipulation. Naruto was never talented in chakra manipulation or form manipulation. That is why he requires a clone in order to make it, while he is using Kurama's chakra he forms chakra claws from his body and use them as extra hands. That is why he doesn't require Shadow Clones in Kurama mode. Though he requires Shadow Clones in Sage Mode, as seen during his fight with Pain.

And now in combine Sage/Tail Beast form He doesn't need clones for Rasengan unless He wants 9 different kind rasengan but you may see the mother of all Rasengan with the combine 9 ones into one that will destroy a Sasuke Susanoo.
