EMS sasuke has PS. Nothing itachi has can damage sasuke as he can counter anything itachi throws at him.
Amaterasu = ...
Tsukuyomi = Countered already with a 3 tomoe.
Susano'o = PS
izanami? = useless against sasuke
shurikens = nope.
Finger genjutsu = nope?
theres nothing itachi can do to sasuke. Itachi only has like 3 minutes time to use Susano'o before he dies.
totsuka blade needs to pierce sasuke's Susano'o and we all know sasuke's susano'o is stronger than itachi's.
Yata mirror is up for 2-3 minutes before itachi is on the floor coughing blood. It's also vulnerable in the back.

Sasuke had the same things when he went against Blind Madara with no EMS, no Rinnegan and what happened?
On paper sure Sasuke looks good but in actuality Itachi would win if they're to fight. Itachi has never lost a battle, he'll defeat you not by raw power but with brains and skills. Same with Minato/Tobirama
On paper it looks like there's no way Minato/Tobirama is beating PS/EMS but in reality 1 shadow clone is enough to take care of PS.
Itachi dodges all the attacks Sasuke has, and beats him with better basics, brains, strategy!
One more example is Itachi vs Kabuto! Itachi on paper was a fodder but in reality he beat Kabuto who hyped Itachi to be the greatest Edo creation U_U
Look what happened to Obito when he fought Kakashi in Kamui dimension! He lost and he admitted his loss! Also there was a reason Tobi said that had Itachi knew his secretes he'd be dead[and he wasn't talking about that amaterasu but in general] and it was not because Itachi packed Hashirama level power, it was because of his talent!

Hmmm, you have a striking point, but do you forget Kabuto had no intention of harming Itachi's partner? Kabuto with killing intent can take Itachi one with ease (Alive).
If anything Orochimaru has a chance, he has absolute knowledge on all his abilities, can absorb chakra, Zetsu's abilities, arguably increased his chakra. So, in the end it doesn't really matter that Itachi beat him in the past; I guess this situation is similar to Madara and Hashirama. Hashirama bested Madara in the past, but currently Madara has him on his knees.

In that case Itachi would react differently, if he want's to survive then he'll even use Shunshin to get out of there [not before gathering enough intel to beat him the next time they meet, kinda like Shikamaru did to Hidan+Kakuzu]

I get what your saying but we are debating feats here. Indeed skills is important but itachi still needs power if he wants to defeat sasuke.
Sasuke out lasts Itachi in terms of chakra. Itachi would need to end the fight fast and can't do that because sasuke would be shielded with PS.
In terms of Skill i would agree that minato can defeat EMS sasuke with pure skill and such but itachi can't come close as he has very poor stamina and lacks the chakra to compete with Sasuke. Further more, he has An Ms that gives him draw backs every time he uses a single technique. If he were to use Amaterasu, he would of been on the floor wincing in pain.
I know exactly what your saying and i would agree with you if we are debating minato vs EMS sasuke or tobirama vs EMS sasuke but itachi just doesn't have it to compete with sasuke.

Shinobis like Itachi or Kakashi aren't spammers they use the ability when its absolutely necessary, else they rely on basics and chakra preserving techs. You'll notice this in Kabuto vs Uchiha brothers match. Whenever Kabuto attacked Sasuke went Susanoo and Itachi didn't [unless absolutely necessary] and that's why Sasuke was in deep shit for couple of times but Itachi was able to move well and set traps in motion.
When Itachi faced Nagato he didn't use Susanoo until he needed to Save Naruto and Bee! He was edo with infinite chakra but he didn't spam Susanoo. Even after saving them he turned it off, and fought with basics and pulled Susanoo once to end CT and another to land a killed blow on Nagato boom we didn't see his Final Susanoo since!
Another thing I'd like to point out is Amaterasu. You know how they say when Itachi used Amaterasu it was the most epic tech but since Sasuke started spamming it has turned to shit. Well its because Itachi used it when it was absolutely necessary or when he knew it would work. He used Amaterasu as an edo only 4 times! Once on Nagato, once on his dog, once to kill that crow and once in that cave. Look at Sasuke, he strats his fight with enton. So you see Itachi saves a lot of chakra, he isn't acting like a fool, he observes his opponents and prepares plans to beat them unlike Sasuke who charges in and gets owned.
Itachi's default settings are of a genius kind, a kind that never loses and is always wise. The only other shinobi I find like Itachi is Minato. And the only people who I think beat Itachi are Hashi, Maddie, Obito, Tobirama, Minato and Naruto[his abilities have become anti Uchiha] even though there are many shinobis who are powerful than Itachi which includes likes of Nagato, Kabuto, Sasuke, Kakashi, Orochimaru, Killer Bee and few others!
Yes i agree that itachi's intelligent and such but how is he going to counter all of sasuke's onslaugh when hes in base mode? If he isn't going to spam MS and Susano'o like you said, how is he going to counter,

He needs to be in Susano'o to stand a chance at blocking anything that gets thrown at him. In this Scenario, He needs Susano'o on at all times due to sasuke's Arsenal.
Intelligence will win you battles sure, but it wont be a factor when you have someone like EMS sasuke with PS and his chakra level's that are much higher than itachi's.

Enton Manipulation : It may sound like a troll when I say this but Itachi is FAST for Amaterasu or even Susanoo arrow [he kept up with Kabuto who dodged the Susanoo arrow or KCM Naruto who is faster than Kabuto] Also Itachi has a Amaterasu of his own, he can undo that jutsu if necessary. knowing him he would thorw kunai's with bombs attached towards Sasuke when he's firing Amaterau which would go through the amaterasu and blast on Ssauke's face. Also replacement jutsu which beats everying can be used but it sounds like a troll. Never once I thought Itachi would have a problem from jutsu like amaterasu.
PS Slash: Itachi is again too fast for the PS to hurt him. I mean yeah sure PS cuts through mountains [at least Madara's] but is it going to hurt some one who uses Suhunshin? Now when I say with Itachi many would think I'm trolling or talking non-sesnse but if I were to say that for Minato everyone would agree. I know Itachi is not Minato level fast but is fast enough to shunshin from those attacks. Also he has a Susanoo of his own which he can use when it's absolutely necessary. And its not like Sasuke can use PS for extended periods he used it like for a minute or two[not seen since] and also he had Naruto replenish[or boost] his chakra. With Madara its different, we saw his level when he beat Sasuke with no eyes U_U
Once Sasuke is out of his PS cover he gets murdered U_U Also we shouldn't forget Itachi constant usage of Clones, he never goes into deep spots by himself its always the clones.
Also if Sasuke gets hit by Itachi's tsukuyomi its all over. Many think 3-tomoe Sasuke beat tsukuyomi but it's incorrect. Itachi had planned the entire battle so it could be that he undid it. Part-1 suggests MS is min requirement to face Itachi's tsukuyomi. But the thing is Itachi controls s/t with his tsukuyomi so say Sasuke overcomes it in like a minute or more but he's tortured in the nightmare realm for days, do when he comes back he's on his knees waiting for Itachi to cut hit head. Danzo said the same thing to Sasuke that his tsukuyomi was nowhere near Itachi's. Even Naruto told Bee a perfect Jinchuriki that if he gets caught in Itachi's tsukuyomi its all over!
P.S.: Imagine Sasuke firing PS slashes on Itachi and Itachi using Yata to reflect them back on Sasuke's PS. Sasuke will destroy his own Susanoo Lol
