I would have to say Shikamaru. Maybe it's because of his laid back personality allowing him to come up with (almost) never fail plans without emotions hindering them, but Itachi didnt exactly think things through logically with certain situations or with quickness and ease like Shikamaru. They are closely matched, but he's definitely ahead of Itachi that way imo.

iq of 200 is like 1 in a billion, even that's probably lowballing it so Shikamaru. Itachi is a genius but in the grand scheme of things I doubt hes on Shikamarus level

In terms of smartness to assess battle fields, then Shikamaru. But in terms of daily living, and futuristic planning, Itachi all the way. Hee was a prodigy fit for hokage as a teenager.
