here you see Minato, who is about to stab the Raikage and the Raikage couldn't dodge, Bee is so fast that no one noticed how fast Bee was able to extend his limb and push an already fast moving (top speed) guy outta the way.

think about it!... to be able to push the raikage who is in his top speed,
you need to be faster! Minato's was very impressed! he knew he Bee was faster.

Minato knows that the only way to block or dodge this speed is to be faster than him! which is exactly what Bee did when he pushed the raikage to save him from minato's kunai!! and get this!!!! from a distance!
notice this is why bee looked exhausted, it was because he moved at an unprecedented speed.

moving from point A to point B (may it be a whole object or an extension ) is still moving.

Naruto is faster than Bee, proof: Naruto challenged A to enter the war, rather than Bee. Naruto is not faster than Minato, therefore Bee is not faster than Minato.
