[Question] In Regards To Naruto Role-Playing

I have a few questions about this Naruto role-playing system that I would like to be answered.

Do you need to be a certain rank to ask permission for a bio and create one?

If someone else is role playing as a character you want to role play as is that Character is open?

Do you have to start off as inexperienced or can you start with a skilled character/bio?

No you don't need permission

No you need permission from the original owner.

You start off with basic E rank jutsu.
