Throughout the years rules have been amended and so forth, creating some confusion a long the way. The rules were implemented as a way to help clear up issues and address the situations as they went a long to help create a stable RP. Though these rules weren't always there for everyone to see. My Goal is to find most of these and place them here with examples to help others see the same things. If you have any rulings i have no covered, please feel to DM me and i'll add it in here for all to see. I'd like to ask others to refrain from posting as i do not wish for this thread to be spammed.


Validation
When you reply to an opponent's move, it does not validate that move. How can you be accountable for making a bad move if your opponent messed up in the first place. When fights are judged, all previous moves will be taken into account to assess the situations. This was first outlined [Here] and followed up with [Here]

Sage mode
Sage mode can't be activated at the same time as another jutsu even though it can become passive. The user can passively enter it without it costing a jutsu slot, but not at the same time as another jutsu. This was outlined [Here] and [Here]

Your bio will have a maximum amount of chakra it can convert to sage chakra. For example, a perfect sage can convert 40% of their chakra to sage chakra. You can not go above this. The only exception, for example is that Naruto bios can convert more. If you try to convert more, you will fail.

When you are in sage mode, jutsu use the sage chakra you have converted, therefore they gain the damage increase. Doujutsu techniques such as Rinnegan do not gain this buff. With this, the jutsu become neutral to all, losing their strength and weaknesses.

For example if you are a Jounin (1600 chakra) and instantly enter sage mode with 10% of their chakra, they will start with 160 sage chakra. The jutsu a person uses while in sage mode will use up this pool of chakra and gain the buff in the process while being neutral, along with sage mode being active using up a proportion of this chakra per turn.

Six paths senjutsu does not make jutsu neutral, only increasing damage as outlined in your bio rules.

Passives
Some jutsu can be used passively. This means they don't take up a time frame slot. An example of this is Doujutsu. The only time a jutsu that can be used at the exact same time is Doujutsu can be passively activated in the same time frame OR a jutsu that specifies that it may be used at the same time. Usually these jutsu are enhancement type jutsu, for example:

(Inton: Gaki no Jutsu) - Yin Release: Hungry Ghost Technique
Type: Supplementary
Rank: S
Range: N/A
Chakra Cost: N/A (+50)
Damage: N/A
Description: Hungry Ghost is a spiritual parasite created through the user’s Yin Release chakra. When using an elemental jutsu, the user will form the ram hand seal to seal the hungry ghost within their technique. Sealing the hungry ghost inside one’s technique happens within the same timeframe as their elemental technique. When the user’s technique clashes with another technique, the parasitic Yin Chakra will eat away at the chakra within the technique, weakening it by one rank. Once the hungry ghost consumes foreign chakra it is released and immediately attaches itself to the source of the foreign chakra (the opponent). From there, the parasite continues to eat away at the enemy’s chakra every time they use techniques (all techniques reduce in rank and power by 1 degree). Once the Hungry Ghost is released, its tether is immediate and cannot be blocked or circumvented by ordinary means. The effects of Hungry Ghost last for 4 turns.
Note: Can only be used 5 times per battle and cannot be used on the same target more than twice.
Note: Surges or Barriers that utilize Yin, Yang, Yin-Yang or Natural Energy can break or prevent the tethering of the Hungry Ghost.
Note: Yin Release master can apply this technique to advanced elements and CE
Note: Hungry Ghost can only be used on S-rank techniques and below.

Spawning
"You cannot spawn techniques under opponents unless it is Swamp of the Underworld without it also being formed under you. " - (Lok, 2019)

You can't spawn stuff within 5m of your opponent. The only exception to this is space/time related jutsu for example MS abilities. This doesn't include jutsu that open portals like dropping mud.

Updating the spawning rules to:

“You cannot spawn jutsu within 5 meters of your opponent unless it’s with cannon jutsu. If you wish to spawn something under your opponent, it must also spawn under you too, applying only to custom jutsu.”

Chakra cap.
A bio can only ever have on chakra increase applied at any time. For example, if a bio has Rinnegan, they gain 750 additional chakra. If someone has the yang specialty, they gain 1000 additional chakra. If these were on the same bio they would not stack, only the highest would take effect.

In a battle you can never go above your maximum chakra. If you’re a Jounin with 1600 chakra, you can never go above this. If you’re a Jounin with the yang specialty, you’d have 2600 chakra, you can never go above this. This is your cap.

This applies to jutsu such as medical pills also. If you chakra is doubled, it still can't go above your cap.

Sealing:
When it comes to sealing a jutsu it's as follows. Unless stated otherwise, it's based on the chakra for the corresponding rank:

- If a sealing jutsu can seal S rank and below. That can seal jutsu that have a cost of 40 chakra and below. If an A rank jutsu contained 50 chakra, the seal would not be able to seal it.
- There are are exceptions to this, when a jutsu states how much chakra it can absorb rather than rank or jutsu such as preta path which absorbs jutsu no matter the cost.

Dark Release:

Dark release works in the same manor as fuuinjutsu when it comes to sealing. S ranks being able to absorb 40 chakra.

When it comes to elements stengths/weakness the following applies:
Strenghts: You can absorb one rank higher in chakra values, S rank version can absorb F rank levels of chakra (50)
Weakness: You can absorb one rank lower in chakr avalues, S rank version can absorb A rank levels of chakra (30)

Shinra Tensei:
Shinra tensei is absolute. It is gravity pushing forces. It cannot be blocked, countered, sealed or overpowered. The only thing you can do is try to avoid it or reduce the damage you take from it. Jutsu must state they that reduce damage (Like sage mode), all armours will be rendered useless. Everything is pushed back.

Jutsu using jutsu:
"So in short, a familiar, or summon, cannot access their core abilities aside from those that activate upon summoning. "


Moves going through
Sometimes people try to do 4 moves in their turn for one reason or another, that isn't valid. The is on exception to this as it stands found in the clones/paths of pein rules [Here]

From here on, this is the ruling, confirmed by Lord of Koas:

"If someone tries to do 4 moves, the last one is invalid. If they do 2 jutsu at the same time they both fail, but the rest of the move can go through, just not those two that failed"

Yin release effects
This is a specific ruling based on the long discussion. If a clone had an effect on it, such as the hands of the sloth technique, that effects the target spiritually, when the clone disperses, this effect will go back to the real user. This comes from how kakashi explains fatigue as well as knowledge going back to the user along with sakura's explanation of spiritual energies. This doesn't mean genjutsu effects go back to the targets. Specific abilities such as Yin releases spiritual effects. This will also apply to the hungry ghost effect. Custom jutsu and other effects will be down to a checker's discretion.

Body transformation Interactions
When someone enters a state that turns them into an element or skill (Nara/Ink), the following will apply: Should a jutsu with a higher damage value, hit you while you're in this state, you will be knocked out of that state. This follows ruling not long back of how Shinra Tensei would knock a Hozuki out of their Hydification state.

This rule will also follow the logic of strengths and weaknesses though.

Increasing Chakra in a jutsu:
You can only ever increase the chakra value of a jutsu by +10.

Jutsu such as yin and yang jutsu that have a cost of (+50), mean they cost that level of chakra to apply the effect, not that they increase the chakra level of a jutsu by that much.

A jutsu must specify that it increases the chakra cost of a jutsu.

Six Paths passive Damage Boosts
The boosts that bios receive from the Six Paths chakra they have apply towards the Ninjutsu but this excludes Doujutsu such as Sharingan and Rinnegan.

This ruling has been in place but officially clarified here.

"The User " Jutsu Restrictions
In the case where a Jutsu restriction says something like "the user is unable to use x Jutsu", this can differ if clones, summoning or others use this. The user's bio, clones, puppets, and Creations are all grouped together under the "Main User" clause so if a technique says the user cannot use S ranks or above the next turn and any of the aforementioned characters used it, this also applies to a clone of the user or a Creation formed by his chakra or things under the clone umbrella. For Familiars, Summonings, Ninken, Aburame Bugs, etc, these do not share restrictions that the Main User has to endure so with the above scenario of the user's bio using a jutsu, an Elemental Fox created from Water will not be restricted to A ranks and below nor would Hunter Ninken.

This ruling was clarified here.

Update:

From here on, this is the ruling, confirmed by Lord of Koas:

Suggested update:

You cannot spawn jutsu within your opponents body (Doesn't include genjutsu). Jutsu must be spawned 3 meters away from the target, this does not include cannon jutsu. Any jutsu spawned within short range (5m) must have a logical indicator.

For example, if you wanted to make a fire pillar erupt from below the target, the jutsu would explain the ground begins to heat up before the pillar erupts. If it was a custom variant of the earth spikes, it would be the ground shaking before the erupt.

The only way you may bypass this, is when using jutsu that have debilitating effects or are offensive in nature are formed under the creator too.

The spawning rules only apply to custom jutsu. This does not apply to space time jutsu such as portals.

Should the user be within short range of their target, they can still release jutsu from their body within that range.
