I mean physically, they both lost an arm. Neither of them can move. Naruto may be too stubborn to admit it, but if either of them moved they'd die. So I'm not really sure either of them physically won.
Ideologically, Sasuke seems to have given up on the idea he can change the world alone. I mean, he sort of has to admit that he can't do it alone since he can't even stop Naruto (kill him) on his own. Plus he just lost an arm and is mortally wounded, so what choice does he have? But Sasuke shows here that he's really secretly acknowledged Naruto all along. No surprise there, right? Sasuke envied Naruto for having strength of character and knowing who he is. Naruto admired Sasuke for being smart and "cool" and having girls like him and what not. Sasuke came to admire Naruto's strength of character and will.
In terms of fighting prowess, they're evenly matched and more or less always have been. You can say Naruto didn't intend to kill Sasuke, but really in the end that isn't totally true. As he said in the Japanese, Naruto was fine with 'dying alongside' Sasuke. I think we still may be in for a tragic ending, or at least one where neither of them can fully use ninjutsu anymore.
Sasuke becoming a Naruto band-wagoner is never going to happen. I suspect their rivalry will continue for many years to come, assuming the franchise has a future (I think it does). Sasuke will come to ideologically oppose Naruto over the issue of the future of the TB.
It'll be interesting to see how Kishimoto addresses Sasuke's original concerns. Why will the Alliance remain united, without a common enemy? Will the other villages accept the TB all being with Naruto and Konoha having a Rinnegan and Sharingan user? Will Sasuke accept the TB being allowed to roam free, and will the Go-kage? I suspect they won't.
The fact is the alliance is headed towards splintering. Whether we admit it or not.
