The reason why obito and madara were plotting the eye of moon plan is because they were tired of the rotten shinobi system which brough pain and hatred to all of them, so even if obito and madara didnt get to keep people in IT, they at least almost got rid of the shinobi system, because in the war died most of the shinobi in existence.
In the first day of war 40000 shinobis died then the white zetsu´s appeared coping the features and chakra signatures of SA and raising the toll even more, then obito attacked darui´s divison with the gedo mazo decimating that division then the edo mizukage, kazakage and others attacked gara´s division to then get completely oblitarated by two meteors courtesy of madara uchiha, then we pass to the part where obito kills neji along with another big bunch of shinobi, then obito and madar destroy HQ and the sorrounding areas, then after obito becomes jin, he releases the shinjuu and kills way more people when taking away their chakra, then we pass to the part where madara revives and the buda attacked the alliance we can assume more people died in there. So overall i´d say the alliance should be lucky if they had 10000 remaining shinobi because obito, kabuto and madara almost completely oblitarated the SA therefore if they killed most of shinobi that means the shinobi system would break apart and since the hatred and pain was caused mainly by shinobis, that means that afte war the times would be way more peacelful due to the lack of shinobis, in a way obito and madara helped bring about peace of course not intentionally by killing most of the shinobi and weakkening the shinobi system.
