In a Scenario Raikage Has No Scar, How would a character beat him?

Genjutsu is a way to do so...if thats too hard to do, even with something as tsukayoumi, i guess u can seal him somehow

Assuming he's not an edo.
Naruto - Raikage can't get many hits on him due to speed. Rasenshurkien did a number on him the second time I think (or made him have to regenerate). TBBs rock him.
Sasuke - While Sasuke has no counter for Black Lightning (or any long range attack) he can defend against close range attacks and burn the Raikage with Enton.
Itachi - It is unknown if he can counter genjutsu but a Tsukiyomi or Totsuka Blade one-shots. Yata Mirror walls all his attacks.
Madara - Perfect Susano, Meteors ect, His 2 katons that are arguably the best katons (unless we count Amaterasu), Kyuubi.
Hashirama - No explanation needed.
Minato - Raikage cannot hit him.
Muu/Onooki - Their KKT gives them a chance against anyone.
Obito - Raikage cannot hit him due to Kamui, one of the best Katon users, Mokuton can teleport his Katon & Weapons.
Juubi/Kyuubi - He drew against the Hachibi. These 2 are stronger.
Kakuzu - Fuuton, Katon & Raiton combo will pack a punch.
Kakashi - Kamui will give him trouble if he's not careful.
Gai - Hirudora made even Madara topple over when using Susano.

There might be more but that's what I can think of ATM.

Ooo ooo forgot Kisame - His Great Shark Bullet absorbs Black Lightning and sends it back at him. Any Suiton that lands will electrocute him as water conducts electricity and he covers himself with it.
