Well Naruto does not have shikamarus inteligence and foreplaning but Naruto is very good in mid battle strategies thats what he learned most in the time skip not to just spam jutsus and hope that the enemy get's hit he does think in advance and watches for enemy weaknesses and then develops a strategy to use this weakness for his victory.
