Chakra chains are from naruto's uzumaki heritage, not from kurama so no, he can't use chakra chains. Sadly, I wanted him to use it, but oh well.

That doesn't mean he can't use them.

Karin seemingly couldn't use them before according to what Orochimaru said. Something to back this up is that she didn't use them against Killer Bee (which would probably tip the scales in Taka's favor at the time) nor against Danzo.

She probably just became able to use them so that actually makes it more likely that Naruto might be able to use them in the future.
