Ice; A marvelous element, one of its own kind. Ice in Naruto-verse is compose by mixing the water element and the wind element, but one must have mastery over both of these elements. Water temperature level is decreased to so low by adding wind to it that its molecular activity is slowed to nothing and it turns to solid Ice. A ninja mastered in ice can freely manipulate it and make it one of the sharpest offense or Hardest defense. It also opens vast area of strategies using water techniques for a ninja and is mostly used as defense. It is weak against fire coz it melt it back to water. But it is seen that in Naruto Haku's abilities were very less affected by Fire, overpowering it.

I will just add that lightning also overpowers ice ^.^
If you are not in haku's clan,you will need a source of water or coldness in order to use ice.More of this later however, first technique on the list is the basic but most necessary if not from haku's clan.
(Hyouton no Jutsu) Ice Release Technique

Description: The user can use this jutsu to make it begin to snow down on the terrain, or, much like the “Earth Style Technique” the user can make small pillars or shields of pre-existing ice or make it materialize (if from Haku's Clan). If this is used to make snow, then after 3 to 4 turns most of the terrain will be covered.
Basically,i want you to focus your wind and water chakra into the sky and make the temperature in the clouds drop,while moisterizing it.Forming snow.

And the jutsu, one it covers the battlefield in few turns creating conditions in favor of the ice user, The ground with snow and less temperature in surroundings is ready to be used in advantage, two it can also be used to create tools or small pillars or stuff.
Good.Also speed,the more snow..the faster you can Materialize ice since you are from haku's clan.Good.
Now preform another function of this jutsu that is not creation of snow.(spike,piller..etc)
Right... *I start again by channeling two different types of chakra in my bare hands, One water and the other wind. I close my eyes imagining a pillar of ice, and uses chakra manipulation to mix water and wind together lowering the temperature of a water pillar to freezing levels creating an ice pillar emerging from the ground right infront of me.

(Hyouton: Tsubame Fubuki) Ice Release: Swallow Snow Storm

Description: The user will shoot out a cluster of needles, shaped like swallows, which will fly out toward their target with great speed. The swallows are unable to be dodged as they can change direction in mid-air, redirecting themselves to hit their target. This jutsu is also highly resistant to fire attacks, unable to be destroyed by fire jutsu unless it is higher than C ranked.
Basically not much to be described here, just materialize some needles just like you did the piller, and use your chakra which you input within the needles to direct their movement.
*I start by channeling water and wind chakra one by one, and keeping my palm in the air I create Ice needles, the needles when flourished with water chakra change their shapes into more of a swallow, I then use chakra manipulation locking my target, a tree.. And then direct all the swallows towards it. They all hit the target at the same point with great accuracy tearing some of its trunk*
you didnt describe the ending very well. Bold* The point of the needles, is to pierce/penetrate, not tear/shred anything.This makes a huge difference,which is why I point it out ^^
(Hyouton: Hyōrō no Jutsu) Ice Release: Ice Prison Technique

Description: The user will rise up what seems like a jagged pillar of ice from the ground, encasing their opponent and freezing them in place. The user can also use this on themselves, encasing themselves in ice to defend them from jutsu. Being an ice user, however, the user will still be able to move their arms and legs fluently while in the ice.
pretty simple, encase your opponent into a body of ice pillers,with them inside and using the chill from the ice, freeze them. ^^

Once you are done, I quickly get back to training.. I start by molding two chakras, The water and the wind.. mobile water with cold wind makes ice, keeping that in mind and the right combination of both element I aim for a dummy in the training field, which was now covered in snow initialized earlier in the training session. Once aimed and gathered enough chakra, I concentrate it below the dummy and with a quick hand swing action a pillar rise from the ground which has cutting steps on its surface but smooth from the top and sides, The pillar encases the dummy and blocks any motion it had from the wind. I then use the same technique but this time rising the pillar from beneath and covering me entirely, and then channeling ice chakra throughout my body I easily move inside the pillar and then popping out from the front to stand infront of you again.*

I slam my hands together yearning for Water and Wind chakra, after feeling like i have become one with both majestic chakras I wield them in my hands spreading them into the air releasing chakra in the surroundings around another dummy..

This is a damn strong defence. Its done by using your ability to manipulate the ice to form a dome...to do that, you first create a water dome around you as the base and as its forming you use wind to freeze it as its taking shape.
