As name suggests, its the ability that grants you to manipulate rain. Now, this is considered an advanced ninjutsu state of Water Release, because you only specifically manipulate the "rain" form of the water. This being said, it allows you to summon rain, control its direction, make it offensive or supplementary and etctera. The S&W are the same of the Water Release, so earth works well against it, but fire however suffers against it.
