Says who? That's your assumption, nothing else. Did Naruto say to Kaguya, "Here's my strongest move!"? Did Naruto ever have as much senjutsu as when he sent those two attacks? Senjutsu asks as a amplifier, the more you have, the stronger your move will be. So would it not make sense that what we just saw was stronger since they were the most senjutsu amplified attack we've ever seen? To the point where Kurama even says he may have gathered too much? IMO, it makes more sense for the two shuriken he threw to be stronger. They were even much more massive than the other 9.
