The user creates the necessary handseals and every rain drop which falls on the ground starts to go up into the air instead, so the rain becomes backwards, when the rain becomes backwards it can stop techniques such as the Rain Spear technique and others.
Note:this Jutsu Does not work on A or S rank jutsu.
recall how you preformed stop rain jutsu. Do the same in terms of releasing chakra and suspending the rain, but once suspended reverse the rain into the sky.

- So as it starts to rain, I gather a good amount of chakra and infuse it all around me, in every single raindrop, making them stop in mid air, then by using my chakra I control the rain and send it back into the sky. -

The water is dense and difficult to move through, thus protecting the user from most taijutsu attack and fire attacks. Earth based jutsu and Lighting jutsu are highly effective against this technique. The user must keep his hands connected into the wall at all times or the wall will return to its normal state. If struck by electricity it will move through the water and strike the user as well.
For this jutsu you'll have to endow the clouds with more of your chakra so that you can call them to surround you.
But you don't have them surround your body, have them surround you hands and from there make a shield in front of you. This jutsu is very effective at blocking fire jutsu D-A rank.

Now focus your chakra (whilst making the handsigns) the same way you did when you preform the stop rain jutsu, however once the rain is under your control think of sharp knives and the rain will mimic your thoughts.

- So firstly I copy your handsings, then running at a random cherry tree focusing chakra, I perform them and gather the rain from surrounding in my palm, then I turn it at the tree and before I strike, I release all the focused chakra within the rain orb, causing mass destruction. =D -
