Danzo loves the leaf and would do anything to protect it. He did the protecting from the shadows. There is no motive for him to attack it. That's why I personally don't believe this theory, but I won't deny that if a motive presents itself in the future that it may be possible.

Complex Villains, like Tobi are not so "black and white," meaning they may have good intentions while harboring negatively distorted perceptions on how to achieve an ultimate good. Tobi's intention, for example, is to achieve world peace by trapping everyone under his moon eye jutsu, which would essentially turn everyone into psuedo-mindless peaceful creatures, ultimately giving birth to world peace. Tobi believes that humans are incapable of achieving peace on their own. Humans must be controlled.

True. I'll accept this as a possible theory for now then. However I still got my money on Izuna.

Edit: Actually, one question that I do have, would a Zetsu clone be able to use specific techniques of the character it copies? It might copy its exact chakra, but don't you think it would be a bit unfair if Tobi (assuming he is Danzo), could make as many Zetsu clones of himself as needed, with each having KA and Izanagi? I don't see how that's fair. And I don't see why he wouldn't have taken advantage of that as well...
