You're underestimating Raiton. Only Fūton can stop Raiton. The Raiton wouldn't bust it, it would paralyze it. Tanking feat. are different from resisting pure lightning paralyzing. It would affect the whole cloak and paralyze Naruto from inside.

Genjutsu work's it might not be for long but it's still a possibility to use it.
Tenpenchii was not even focussed on 1 person Kirin is and thus does more Damage.
