1. Gol D. Roger- he's the king of the pirates who conquered the grand line enough said.
2. Edward Newgate- Strongest man in the world but mentioned by buggy is the only one (capable) of taking roger on.
3. Monkey D. Dragon- It's not fair since we've seen very little of him. But with hype, popularity, and going one on one with the world government you have to at least be stronger or as strong as an admiral.
4. Yonko/Blackbeard- I'm grouping them together. Their strength is unknown. blackbeard is quite overpowered. and the ones capable of defeating him are the yonko. and the remnants of the whitebeard pirates.
5. Garp- (maybe in his prime)cornered Roger numerous times. almost killed each other numerous times(stated by roger himself) and is a hero to the marines.
6. Sengoku- was a fleet admiral above the likes of Akainu and all the current admirals. and a zoan devil fruit user makes him close to power to garp.
7. Sakazuki (Akainu)- was the main power house in "The war of the best" he's a fleet admiral after all and the strongest of his generation.
8. Rayleigh- though out of his prime he squared off with the likes of Kizaru and was winning. and being right hand man to roger.
9. Borselino (Kizaru)- an admiral that was hardly touched in "the war of the best" and is quite cunning.
10. Kuzan- former admiral and went toe to toe with Akainu.
(number 10 was a bit difficult. Enel is too naive. Mihawk is questionable. Fugitora could have been there. Marco could have been there but was out smarted by kizaru and almost killed effecting him ain the power category. Oh and a side note I'm sorry if I didn't put your favorite characters up higher or even on the list.)
