i mean i know he does, but do you think it was Nagato's idea to send Itachi to the Leaf?

OR do you think Itachi proposed the Idea since he IS a Leaf ninja rogue?
(and Itachi would know the layout better than anyone of Akatsuki in the leaf)

I know Sasori was sent to the Sand because he IS from the SAND ....OR
because Deidara was Aerial and could attack from the SKY, Sand mostly involve Ground techniques

Well, we saw some interactions between them (all entertaining btw) and they seem to have had a certain freedom in choosing which village to strike.

Nothing, I think. As far as my knowledge and assumptions go, the Akatsuki members roamed across the world on their own free will (in duo's of course) untill they would be contacted by Pain for an assignment. I think the mission to gather the tailed beasts was given long before the chunin exams and Orochimaru's attack. Itachi just decided to go to Konoha, after he learned that Hiruzen had died, under the cover of chasing after Naruto when in fact he just wanted to signal Danzo and the elders that he was still there, watching over Sasuke in a way.
