Imo that cloak is just because of Kurama. The sage gave Naruto only the sage mode and the gudodama, everything else(the cloak and tailed beast chakra) is a plus. Basically Naruto should be able to access gudodama in base mode appearance

He gained the 9 bijuus for what? At the end we only say Naruto facing sasuke on his old boring kurama avatar... again.
A new avatar should be shown, and with the abilities of the 9 beasts, (Like shukaku's sealing and Son's lava release).

I do believe he used everything against Sasuke the very chakra other tailed beast gave him . If i look at it he can gain back all the tailed beast powers back if they come back and meet at one place in case of crisis ! I found it weird he never bothered to use RSM on Toneri i think it is bad writing from Kishi'spart not focusing on Sage's Senjutsu power .
