Actually, you do have a point. In order for there to be suspense the MC can never be clearly stronger than their opposition. Naruto fans can argue about Hashirama, but he wasn't the MC. Even if the story is named Naruto it'd be kinda boring if he could without a doubt stomp his opposition.
Naruto and Sasuke are equal they may at times become stronger than the other, but whenever they clash seriously they have to always be on equal ground to keep the fight entertaining.
